white powdery layer on top of vinegar

Hi, Im new to making homemade vinegar and have a question. After several months of sitting, my red wine vinegar has this white powdery layer on top. Ive tried to scoop it out, but it comes back a couple days later. I suspect this film is a yeast and is harmless but would like confirmations. Also, what can be done to reduce occurrences of this yeast? Can I remove the mother, filter into a new sterile jar then replace the mother? Any advice would be greatly appreciated.

According to your description is this nothing else but mold (bright white, thin, wizened surface). Especially since you're able to distinguish this layer from common, jellylike mother-of-vinegar. However, if not a problem, you should discard everything, disinfect the entire equipment and start a completely new batch. If, on the other hand, discarding is not really possible for whatever reasons, try to rise acidity, either by fermentation or adding acetic acid. Above a certain level of acidity this type of mold will die off.
